1. Executive summary

As of 2026-06-18, the QNM deposit presents a single forward-generative engineering spine from \((\pi,e,i)\) through staged pre-calibration emergence, parent \(N=22\) landing, asynchronous effective-scale readout (\(N_{\mathrm{cal}}=21 \to N_{\mathrm{dyn}}=42,63\)), and eighteen-parameter sector closure. The narrative chain, stage-indexed evidence, and supplementary archives are aligned on one diagram (Figure 1 · S16-FLOW v2.6) and one prose skeleton (§3.12.0 · §3.12.0a).

This alignment is programme coherence, not a claim of uniform theorem closure, full first-principles derivation of the calibration integer 21, or release of preprint hold.

3. What is not claimed (epistemic boundaries)

The following remain explicitly open or forbidden under current governance:

  1. Uniform theorem / L6 capstone closure — not claimed; tier-split programme remains scoped under honest register.
  2. First-principles closure of \(N=21\) or parent \(N=22\) ex nihilo — blocked on the pre-LB1 conditional package alone; conditional_N21 = false.
  3. Merged tally classes — 15/17 under Pipeline A / A1 @ \(N=21\) (with r excluded from the scalar tally) is not interchangeable with 17/17 PARAMS17 @ \(N_{\mathrm{dyn}}=63\).
  4. Triangular-ladder image as cosmological proper time — structural scale-staging and readout-window candidate only; not a proved proper-time evolution law.
  5. Amplitude theorem closure — partial \(A_s\) normalization identity disclosed @63; not a wire-authorizing identity closure.
  6. Preprint hold release — preprint_hold = true remains in force unless explicitly amended in a future governed deposit.

Evidence cited throughout is programme corroborative and preregistered-readonly where stated; it does not, by itself, authorize hold release or reclassification as proved physics.

5. Plain-language positioning

The model is structurally wired: a reader can follow one forward story from constants and phase dynamics to eighteen cosmological outputs, with each major stage tied to a figure band, a main-text section, and (where applicable) a supplementary witness bundle.

The model is not closed as a single theorem: calibration anchors, async staging, split parameter registration, and validation tallies remain tier-separated under audit discipline. That separation is intentional—it prevents over-merging programme coherence with claims that would exceed the frozen evidence register.
